If the white king moves to e6, it's stalemate. If it moves away, the pawn is taken, and that is also a draw.

h5! and Black must give up opposition, allowing the White King to penetrate. Instead, a3? h5 lets Black escape with a draw (the Black King cannot make progress after Ke3).
